Planning Appeal: 65-67 Oakleigh Park South

When the Barnet Planning Committee refused planning application B/03174/10 to convert the family home at number 65-67 Oakleigh Park South into 5 flats with 20 beds and only 5 car parking spaces the applicant made an appeal to the Secretary of State.

The Planning Inspectorate has since turned down the appeal. The Inspector found that it would constitute a loss of a single-family house, contrary to emerging policy and that it would have an adverse effect on the character of the area and on the living conditions of neighbours.

Winter Burglary Advice

The Barnet Borough Police offer this Winter burglary advice:

LIGHTING
Make it look like you are in when you are out by using a timer switch on lights fitted with energy saving bulbs and on a radio but remember to change the timer switch as the evenings get darker earlier. Also think about exterior dusk to dawn lighting.

TRIM HEDGES AND TREES
Make sure these are trimmed back from windows and are about 3 feet high so that burglars can't hide behind them and they don't block any lighting you may have. Consider planting some prickly plants such as Pyracantha (Firethorn) around the perimeter.

FENCES, SHEDS AND GATES
Make sure the fences around your garden are in good condition and that gates can be secured properly. Put several good locks/padlocks on shed doors and check the windows too. Think about putting trellis over the top of fences and gates.

LADDERS AND TOOLS
Never leave tools or ladders out, always lock them away in a properly secured shed or garage as they could be used by burglars to break into your home.

FIT LOCKS
Fit good quality deadlocks to outside doors and ensure you have locks on ground floor windows and patio doors - never leave the keys in the locks or on the window sill but make sure everyone in the house knows where they are so that they can get out in the event of a fire.

VALUABLE ITEMS ON VIEW
Ensure all valuable items (laptops, digital cameras, car keys, jewellery etc) are kept out of view and not left by the doors or windows especially if they can be seen through the letter box or by looking in the window. Think about keeping spare car keys in a secure location as expensive cars can be targeted.

GOLD JEWELLERY
If you keep large amounts of gold jewellery in the house think about getting a safe and locking it away or keeping it in the bank especially if it is only worn on special occasions.

WINDOW AND DOOR LOCKS
These are not being used enough and burglars are taking advantage - close and lock all doors and windows even if you are just popping out for a few minutes. Also get into the habit of checking them before you go to bed but make sure everyone in the house knows where the keys are kept.

CURTAINS AND BLINDS
Please close these as soon as it starts getting dark outside - if there is a light on indoors but its dark outside this provides the ideal conditions for burglars to "window shop" and make a note of anything worth taking at a later date.

SECURITY MARKING
Think about registering your valuable items such as phones, laptops & TV's etc. at www.immobilise.com this company also provide property marking micro dots.

WHEELY BINS
When not in use please chain these up together so that they can't be used to climb over fences or to take items away in. Get together with your neighbours and bring each others bins in if they have been left out after collection as this is a sure way to tell if you are in or out or if you are away.

CHRISTMAS
Never leave presents on show even if they are wrapped and under the tree. After Christmas or when buying new items please don't just put the boxes out as they are for recycling, break them up and put them in the bins otherwise everyone knows you have a new laptop or 40inch flat screen TV. Keep a record of any serial numbers of electrical items and record them on www.immobilise.com also keep your receipts for these items in a safe place. Please get someone you trust (e.g. a family member) to come and pick up your post if you are away and remember to cancel the papers and milk delivery etc.

The winter months see a rise in burglary, the aim of this meeting is to inform Barnet residents of how to keep their homes and possessions safe and to give the local police an opportunity to hear from concerned local residents.

The meeting will be addressed by a senior officer from the burglary team, followed by an opportunity to ask them questions.

Thank You Letter From The Borough Commander

To the residents, business people and their employees in Barnet I want to say thank you.

Without your overwhelming support, the police efforts in Barnet and London would not have been possible. It has been a deeply humbling experience that so many of you have come out to say thank you and to talk directly to police officers and community support officers patrolling your streets to keep you safe.

13 days ago, when the worst violence to hit the UK since the 1980s erupted on our streets, my officers and staff said goodbye to their families, cancelled all leave and came to work. They were ready to put their lives on the line and protect the community they love. Thanks to incredibly robust policing in the first 48 hours of the violence, Barnet was spared the worst.

But I am acutely aware that some of our residents and businesses did suffer and many people were left in fear that Barnet would be next. I will always be sorry for that and assure you that on my watch, your police will do everything we can to prevent it from happening.

Never has there been a more important time to examine the relationship between the public and the police. At a time when we have been under the greatest threat we have felt that the vast majority of decent people have stood shoulder to shoulder with us and we salute you for it.

As I toured the Borough last night, I was regaled with stories from my officers and staff about the kindness and concern shown by members of the public, young and old and of every colour and religion. It is a real demonstration of the strength of this Borough.

Please remember that you owe us nothing. This is our job and we are proud to do it on your behalf. But as we return to normality we should never forget that we were in this together, and I would be forever grateful if you continued to extend the hand of friendship you have offered my people long into the future.

In turn we must do the same, talking to you at every opportunity, listening to what you have to say, and making sure you feel safe. Once again - thank you.

Advice For The Public Following Disorder

Whilst those who live and work in London should go about their daily lives without fear - we do however ask that they take sensible precautions to ensure their safety.

We would advise members of the public to avoid any unnecessary travel to areas that have been affected by the events of the last couple of days, and help the emergency services by giving us the room that we need to respond. Make sure you are safe and do not put yourselves into vulnerable positions.

It is possible that your journeys to and from work may be affected so think ahead and plan carefully. Stay alert and be aware of what is going on around you. If you do have any concerns about returning home this evening, you should consider staying with friends or family members outside of the affected areas.

Over the last 24 hour period we have received almost four times more 999 emergency calls than normal (20,800 compared to 5,400). Consequently some callers may experience difficulty in getting through to 999, or waiting longer than usual for their call to be answered. We would ask you to bear with us, and only use 999 in situations that require an immediate police response.

DAC Steve Kavanagh said: "I wish to reassure members of the public that a London wide policing operation is in place to manage any further public disorder in the capital. We are doing everything we can by working with our partners and the community to ensure residents and businesses can go about their daily lives in confidence."

Advice for parents/guardians

Are my children safe? There are unprecedented numbers of officers on the streets of London - over 16,000 today. We are doing everything we can to support communities and keep people safe.

Over the last couple of nights there have been a large numbers of young people placing themselves in situations that were dangerous and violent. We appeal to parents and all those responsible for young people to work together with police to ensure that youngsters do not get drawn into the kind of disorder we have seen.

Possible Disorder in Barnet

Barnet police are aware of concerns regarding possible disorder in Barnet borough over the next 48 hours.

Most of this is generated by social media; in particular those rumours that relate to High Barnet appear to be created as a result of concerns raised by anxious residents.

In relation to Brent Cross shopping centre, there was some minor disorder last night that was quickly curtailed by police.

The public should be assured that extra policing has been authorised to deter any potential disorder.

Those who may be tempted to get involved in criminal activity should consider that Barnet police will vigorously prosecute anyone concerned with theft or damage to property in this borough.

Barnet Police Vehicle Crime Event

Superintendent Neil Seabridge of Barnet Police will be opening a vehicle crime event on the 11th July 1930-2030 hrs at Queen Elizabeth's School, Queen's Road, Barnet, EN5 4DQ.

The purpose of the meeting is to discuss the current service provided to victims of motor vehicle crime and areas in which this service can be improved.

Barnet police would particularly like to hear from you if you have been the victim of car crime as your views could be crucial in improving the way your local police investigate vehicle crime and deal with the victims of this offence.

Officers will also be on hand to offer crime prevention advice so you can avoid becoming a victim of car or other crime.

Superintendent Neil Seabridge said "This is the first of a number of events that we will be hosting across Barnet; later events will discuss the service we provide to the victims of other crimes. We want to make sure that when our residents call police they get the quality of service that they expect. It is only by listening to victim’s view that we can be sure that we are meeting their expectation. I hope that as many residents as possible will attend to give us their opinion”.

St John Ambulance Fundraising Campaign

This is to advise you of a fundraising campaign for St John Ambulance in the London Borough of Barnet that will commence on Friday 17 June 2011 and will operate in the borough throughout the remain months of 2011. The Police and Trading Standards in Barnet have also been informed.

The campaign, using a team of professional fundraisers who work solely on behalf of St John Ambulance, involves canvassing door to door to talk to residents about the work of St John Ambulance and to encourage their support with a voluntary donation, by Direct Debit only. They DO NOT collect cash and are in fact forbidden to do so.

The fundraisers all wear identification badges and sweatshirts/t-shirts bearing the St John Ambulance logo.

This email is to inform you of the activity should any member of the public question the status of the canvassers. St John Ambulance is the holder of a House to House Order of Exemption (reference CHC/87-7/207-1 ), which enables us to fundraise in this way.

At the beginning of each week, I will be able to send a list of fundraisers names together with their unique EDP (reference) number. I would be grateful if you could advise if it would be useful if I were to forward this information onto others in the Barnet area. We have found from past experience that the more people we can inform in advance, the less problems you may encounter from the public.

Assault in Oakleigh Park North

My daughter was assaulted last Wednesday night in Oakleigh Park North whilst walking home from Totteridge & Whetstone tube station just after midnight. Her assailant was a male about six feet tall of asian appearance who grabbed and tried to restrain her. Although her screams were not heard by neighbours she fortunately fought herself free and ran home.

The police are DNA testing her jacket that was torn in the incident and are examining CTV footage from the High Road and tube station.

Please be vigilant in case this person strikes again.

Help shape the future of policing in London

The Metropolitan Police Service (MPS) has launched a review into the different ways in which the public can contact police and access our services. These range from telephone, online and face-to-face methods, including via police stations and appointments.

As part of the review, we have launched an online survey to find out which of the many channels the public use to contact us and after learning about the variety of ways that exist, the survey poses the question would members of the public choose a different way of accessing police services in future.

The online survey at www.met.police.uk also asks the public for their opinions on how we should consider the overall future of front counters; a proposed minimum ‘core service commitment’, which includes an easily accessible front counter in every London borough open 24 hours a day, seven days a week. The survey is not about decisions regarding individual front counters.

Consultation will also take place regarding the proposed criteria for enhanced front counter service provision, which will ensure that local services are tailored to meet demand.

The online survey will be supported by a period of consultation with local partners and stakeholders, such as councils, Independent Advisory Groups (IAGs) and Neighbourhood Watch schemes. The views of our partners and the public are key to any decisions made as to how services should be delivered in the future.

We will use the results of the survey, which runs until 27th May 2011, to develop a strategy to maintain and enhance public access to policing services within a core minimum standard. No decisions have yet been made and any changes will only take place with the approval of the most senior officers and staff who form the MPS Management Board and the Metropolitan Police Authority (MPA), an independent governing body that holds the MPS to account.

In these challenging financial times, it is essential that the MPS makes best use of available resources. This is one of the key aims of the review that will ensure we can deliver an efficient and cost effective service in the right place at the right time.

Assault Witnesses Sought

Police are appealing after a man was seriously assaulted on April 25th 2011 at about 7.15am on Osidge lane, London N14. The victim aged 38 had just parked his car in Manor drive, N14 on his way to work as a gardener. He was apparently waiting to cross Osidge Lane and witnesses might recall he was carrying a hammer and a garden fork in his hands. As he waited to cross a white car has stopped and flashed the car lights to allow him to cross. However as he began to cross the road the white car accelerated and struck the victim knocking him to the ground.

As he lay on the ground he was approached by three males who began a sustained attack. The victim was struck with a sprit level, threatened with blinding and received eye injuries, a broken bone in his leg and serious knee injuries that will require further surgery.

Police have arrested three men on suspicion of causing Grievous bodily harm, however the driver of the car is still being sought. DC Nick Harvey of the Community Safety Unit said "This man received serious injuries as a result of a prolonged assault and being struck by a car. Whoever was driving this car carried out an apparently intentional assault with his vehicle, the driver is dangerous and needs to be found. I would appeal to any witness to this incident to contact police with any information they have, no mater how small, this could be the piece of the puzzle that proves vital."

M1 Fire Arrests

Officers from Barnet CID, who are investigating a number of suspicious fires across the borough, carried out early morning arrests today across Barnet and Harrow. Two fires in the Moat Mount Open Space, Mill Hill, NW7; one of which occurred between 14 and 15 April and the other between 15 and 16 April, have been linked to the fire that resulted in wide-scale traffic disruption when a blaze broke out at Apex Metal Recycling, Ellesmere Ave, Mill Hill, London on Friday 15 April 2011.

This fire caused the closure of the M1 motorway, which runs on a bridge directly above the scene of the fire, caused serious damage to the recycling yard, the motorway bridge and extensive traffic disruption.

Five people aged between 14 and 17 were arrested this morning and are in custody at a North London Police Station. A number of items were seized during the operation for forensic examination. DCI Roycroft of Barnet CID said, " Although we are pursuing a number of active leads into these fires we would still ask that anyone who has any information about these crimes contact Barnet police. Your information could be invaluable to the investigation and bringing those responsible to justice".

We meet four times a year. The committee has a responsibility to:

Ensure the organisation follows its aims and objectives and carries them out in accordance with the law.
Ensure the organisation manages its finances properly.
Ensure that activities carried out and decisions made are in the best interest of the organisation and not any individual member of the committee.
If necessary the committee can organise sub-committees to address specific tasks such as finance or event organisation.

Synagogue burglaries across Barnet

There have been a number of synagogue burglaries across Barnet during which a number of religious artefacts have been taken.

Police are asking members of the Jewish community to be made aware that some of the prominent pieces of silver could well be offered back to unsuspecting members of the community.

Police are asking people to cooperate with the enquiry and if they become aware of any of the following silver religious items being offered for sale they should contact police immediately:

2 x solid silver breast plates.
3 x solid silver pointers.
2 x solid silver crowns.
3 sets of solid silver bells.
3 sets of candelabra each containing 5 candle sticks.
1 x goblet 1 foot in length.
1 x silver chess set.
1 x silver tray approx. 40cm across without handles.
1 x silver tray approx 50cm across with handles.
Several small silver goblets about 10cm in length.

Total value of these items is in the region of £20,000. DC Paul Richardson of Barnet CID said, "We have liaised closely to ensure that places of worship are aware that these criminals are active. But it is important that the local community is also given the information, so police can be alerted if this property is being circulated. If people give us information we do all we can to ensure that this property is returned and those responsible brought to justice."

Item 1 and 2 on the agenda were presentations about the neighbourhood policing review project and the burglary picture in Barnet. During the discussion that followed a number of issues were discussed. Below is a brief summary of the main issues that were raised.

Qu 1: Why haven’t PCSOs been given more powers such as dealing with abandoned cars?

Ans: PCSOs are the eyes and ears of the ward. 70% of all our intelligence comes from PCSOs who are asked to go out and talk to people and learn about problems on their ward. Extra powers are available by deference through the local authority. At a recent Barnet Council cabinet meeting, additional powers were requested but not granted. CAP members may wish to take this matter up with their local councillor.

Qu 2: Will the change in resources reflect the changing population dynamics that will be evident in the forthcoming census?

Ans: The flexibility that we are seeking in our review of neighbourhood policing will put us in a far better picture to respond to local issues such as the building of a new housing estate.

Qu 3: Will there be staff reductions on wards?

Ans: There is a proposal to look at the way teams are currently supervised and whether we have got the management ratio right. This may lead to a reduction in the current number of sergeants.

Qu 4: If a year later, crime gets worse; will it all go back to how it was with 1:2:6 ratio in every ward?

Ans: The Metropolitan Police needs to make savings and it is only right that we look at how we currently deliver our policing services and whether we can be more efficient. We need to ensure that we meet the service demand and balance our resources accordingly. What any new model will give is flexibility to change; this will make it far easier to respond to emerging crime pictures. What we will do is keep the structure under constant review and if there is a sound argument to change then we will do so.

Qu 5: How do the PCSOs feel about the change?

Ans: Most of the PCSOs are happy to move across ward boundaries as this opportunity will broaden their skill base as they move to different parts of borough to deal with issues that have an impact on their own ward. PCSOs do a fantastic job and they all want to continue delivering that level of service where ever they work.

Qu 6: Is funding secured for the Safer Neighbourhoods Teams?

Ans: Safer Neighbourhood policing is the bedrock of the MPS response to dealing with crime and disorder in the local community. As such the MPS is committed to maintaining a safer neighbourhood team in every ward.

Qu 9: In the current economic climate, does the MPS have a way of preventing the older experienced officers from leaving?

Ans: The situation with retirement in the MPS has not changed, unlike some other forces the MPS has no plans to insist that an officer retires once they have reached 30 years service. In this way there will be no exodus of skill and experience.

Qu 10: Do you encourage ‘have a go hero’s’?

Ans: We would want members of the public to act in a safe and appropriate manner in response to a situation as they see it. As part of this we would encourage interaction with their local safer neighbourhood teams and be part of Borough Watch. One of the most important things that the public can do is be a good neighbour and keep an eye on each others property, reporting anything they consider as suspicious to the police.

Qu 11: Is there any information that suggests criminals in Barnet track where police officers are in order to commit crime?

Ans: No

Qu 12: If PCSOs leave their SNT to become PCs, will there be a backfill?

Ans: There are PCSOs that are not in the Safer Neighbourhoods teams. It is likely that they will be used to backfill those PCSOs who leave a SNT for a career elsewhere.

Qu 13: How do we increase our borough watch and help the Police?

Ans: The borough watch coordinators need to be known to their Ward Panel and Safer Neighbourhood Team. Through communication, we can identify those streets where representation is low and then actively market Borough watch in these locations. Working with Borough Watch your local team will be doing just that.

Qu 14: Can we have a series of regular meetings with our Borough Watch, local police and local council?

Ans: Yes - If we have it ward specific, the Safer Neighbourhoods teams can facilitate.

Qu 15: Can we get regular updates on crimes that occur on our ward and ward specific news?

Ans: The Safer Neighbourhoods teams should be feeding you regular updates via email. A Newsletter for each ward has been sent to the printers and will be delivered to every home by April of this year.

Summary of Barnet Boroughwatch AGM

The good news is that Barnet Borough has had a dramatic decrease in alcohol related violence.

The bad news is that on burglaries Barnet is “the most challenged borough”. There has been a large increase in burglaries and Barnet police are working hard at tackling this. Most burglaries occur during the day when people are at work.

Give a "lived in" look by doing simple things like...

Keep lights on while you’re out or use a timer switch if returning after dark.
Keep key and loose valuables like laptops, cameras and mobiles out of sight from anyone looking in.
Secure rear garden. Lock sheds, back doors and windows. Keep gates shut and locked.
Don’t leave ladders or tools outside.
Use front and back lights.
Use burglar alarms.
Do not leave the dustbins out longer than necessary. Agree with your neighbour to move back the dustbins after collection especially if away on holiday.

Communicate with your neighbours: Encourage your neighbours to send their email address to totteridge.nw@gmail.com so that they can receive information from Barnet Boroughwatch and the Totteridge Safer Neighbourhood Team. For those neighbours who are elderly or have no email please help them by printing off information and delivering it to them.

The meeting was well attended and informative. Barnet Borough Commander Neil Basu and Chief Inspector Simon Causer discussed the implications of the government cutbacks and the different options which are being considered. At the meeting there were lively questions from Barnet residents and good explanations from our senior police officers. Discussions included:

the flexibility to move officers across ward boundaries without having to justify to management
the training and use of Special Constables
the deployment of Safer Neighbourhood Teams during the Olympics
how to deal with a burglary where the premises are occupied.

Survey: 12,000 people responded to the survey which Simon Causer issued in early December. This helps to guide the Chief Inspector in policing policy in Barnet’s 21 wards specifically in the following areas:

Safer Transport Teams, (funded by TFL and located at Tally Ho, Edgware and Golders Green)

Barnet Boroughwatch AGM 7th Feb 2010

This is a final reminder that the AGM of Barnet Boroughwatch is tomorrow evening, 7th February at 7.45pm, Middlesex University, The Burroughs, Hendon, NW4. (See previous post below for a map.) "Council Employee" Scam

We have received the following from Barnet Trading Standards.

A consumer received a knock at the door from two men and one woman claiming to be from Barnet Council.
One was wearing a high-visibility jacket and flashed some kind of ID, the others wore suits and carried briefcases.
They said something about insulation being a legal requirement and that they could organize for the work to be carried out for £100.

Secure Your Home For Xmas

It's getting to that time of year when we start our Christmas shopping (some of you might have finished of course!) and we should give a thought to how secure our homes are.

Don't give burglars an open invitation into your home - properly lock any UPVC doors before you go out or go to bed by lifting the handle and double-locking with the key to engage the security features. Remember, even if the handle is lifted up on the inside, it isn't properly secure unless it's double-locked.

Lock all doors and keep all windows (including upstairs ones) closed, preferably locked, when you are out, and keep your keys out of sight. Try to keep all loose valuables like laptops, cameras and mobile phones out of the sight of anybody looking in - and why not register them on the free online database www.immobilise.com.

Give your home the 'lived-in' look by using timer switches on lamps if you are going to be home after dark.
Secure your rear garden - lock your shed, shut and lock any gates and keep fences maintained. Don't leave ladders and tools outside - they could be used by a burglar.
If your neighbours are away on holiday, you can help to deter burglars and give their home the lived-in look by putting away their emptied rubbish bins.
When Christmas arrives, don't put all the boxes which contained your gifts outside by the bins for any passer by to see what you now have in your home!

Sutra Club has its licence suspended

You will recall that last April the licensing committee over ruled the objections of many residents when they granted licence extensions to the Sutra Club (formerly N20) at 1105-1111 High Road, N20.

On 19th November, following a Police request to review the licence of the Sutra at 1105-1111 High Road N20, the Licensing sub-committee has suspended the licence of the Sutra bar, pending a full review within 28days.

This police request followed an incident on Sunday 14th November 2010 at 1.50am when there was large scale disorder both inside and outside the premises. Males and females were fighting with glasses and bottles being used as weapons. A number of people had head injuries apparently caused by glass weapons. None of the injured parties wanted to report the offences or speak with Police and a similar response was received from staff at the venue.

Numerous police units attended the scene along with 3 ambulances. A 20 year old man from Romford was arrested for a public order offence and received a police caution. This, along with the previous incidents listed below, caused police to instigate this action.

On 31st July a fight took place inside the premises between two groups. The door staff tried to separate them and they were ejected. The disturbance continued outside the club and metal barriers were thrown at the door staff breaking the glass in the front doors.

On 19th September a car was driven at the front entrance of the premises colliding with barriers and an adjacent wall. At the time door staff and clientele from the premises were standing in this area.

On 25th September an assault took place inside the club with a bottle of spirits being used as a weapon. A number of fights then took place within the premises and continued outside.

On hearing police evidence the committee decided that in the circumstances, the only measure that would promote the licensing objective of the prevention of crime and disorder and would prevent serious crime and serious disorder from occurring at the premises was the immediate suspension of the premises licence.

Suspect Vehicle: White Citroën Berlingo

A van thought to be a white Citroën Berlingo has recently been seen in the Hadley Wood area in suspicious circumstances.

The last incident was earlier this week in Wagon Road when workers apparently saw the two white male occupants change the index plates to the vehicle. A property very near the location was unfortunately burgled.

On more than one occasion in the past few months the occupants of a vehicle of the same description were suspected of being involved in the theft of tools from vans in and around Beech Hill, Hadley Wood.

The registration has previously been given as S179 BGM. However, this is not registered and may explain the changing of registration plates that may happen regularly.

View Recovered Stolen Property and MPA Community Engagement

On Saturday 27th November, the Police officers will have recovered property on display at Chipping Barnet Library, 3 Stapylton Rd, Barnet, EN5 4QT (near The Spires Shopping Centre).

All property has been recovered from criminal activity and will have unique markings for owners to identify.

Dodgy Window Cleaner

Here's a report from a member in Edgware about someone who was probably a burglar. Most of these criminals are arrested as a result of a direct call to the police from members of the public so if this happens to you call the police on 999.

I just had a very strange chap knock at my door. When I answered it, he told me he was the window cleaner. I told him he wasn't my window cleaner and he told me "well this was the address he gave me". I asked him who he was and he mumbled something and walked off down the path. I then saw him putting a ladder up against next door (they are out). However, when a parcel delivery man appeared, he quickly took it down and went off down the road. He had no form of transport just a bucket and a ladder.

I mention this as not only did I think he was very suspicious but we had a very similar experience at my previous address and that "window cleaner" turned out to be a burglar who succeeded in breaking into two flats before being discovered by the porter!

Please remember that this is worth a 999 call particularly as we are approaching the seasonal burglary peak.

The Police are launching their new campaign today with their partner agencies. I will be sending you info on that as soon as we get it.

Barnet Police commence "Operation Jupiter" this week as part of a 6 week operation to tackle burglary in the borough. As part of the operation many police resources including Dog support, Traffic, Territorial support and undercover officers have been deployed to target those responsible.

As always I ask all Barnet residents to be vigilant and do all they can to ensure their homes are secure. In addition I urge all the community to report anything suspicious via 0300 123 1212 to your local Safer Neighbourhood Team or via Crimestoppers on 0800 555 111. In an emergency call 999.

Information is always the key in catching criminals in the act or during the resulting investigation. You are our eyes and ears. Together we can make a difference.

Planning Application: 65-67 Oakleigh Park South

Planning Application B/03174/10 has been submitted to convert the 5 bedroom family home at number 65-67 Oakleigh Park South into 5 flats with 20 beds and only 5 car parking spaces. (Previous application B/01287/10 submitted last April was withdrawn.) This is one property, not two. Number 65 is the main residence and number 67 is a granny flat on the side.

There are two main reasons why you may wish to object:

1. Because if this application is granted it will change the character of the Oaklegh Park estate and set a precedent for further flat conversions.

2. Because just 5 parking spaces for up to 20 residents is woefully inadequate particularly on a stretch of road that is already made dangerously narrow by having commuters' cars parked outside.

Objections must be submitted to Barnet Planning by 9th September and you will shortly receive a flyer by post about this development together with a letter of objection that you may wish to use.

Welcome to the summer edition. First a few tips on safer driving and security.

Security

Car crime is very common. Car security devices are available at all price ranges.
Contact several suppliers for advice before you purchase.
DO NOT leave valuables in a car when it is parked.

Maintenance

Make sure that your car is kept in good running order.
Do not put yourself at risk by running out of oil, petrol or water.
Take the time to learn the basics of car maintenance and have you car serviced by a reputable garage.
Consider joining a breakdown organisation as added security.

Keeping in Contact

If you feel vulnerable travelling alone it is worth considering purchasing a mobile phone.
Ensure the mobile is fully charged before setting off on long journeys.
Always let someone know where you are going.
Plan your route and take a map to avoid asking strangers for directions.
Take enough money with you for emergency phone calls and consider a phone card.
Take the details of your breakdown organisation and membership number.

Avoiding Assault

Keep doors locked and keep handbags out of view.
Never pick up hitchhikers.
Avoid eye contact with aggressive or suspicious drivers.
If you are forced to stop, keep your engine running and enough room around you to turn around.
If a driver gets out and approaches you, flash your lights and sound your horn.
If you have an alarm, set it off.

On the Motorway

Call for help on an emergency phone (or mobile if you already have a contact who can assist you).
If you are a woman alone make sure you inform the contact of this fact.
Return to the car, but stay on the verge/bank. Lock all doors except the passenger door nearest to you.
Get back in and lock the door if someone pulls up. Remember that you should only stop on the hard shoulder in an emergency.
If you are lost it is safer to make your way to the nearest service station, roadside restaurant or town and establish your bearings there.
Do not accept help from passers by. If someone approaches get into the car, lock the doors and speak through a slightly open window.

How NOT to Appeal to a Pickpocket or Purse Snatcher

Pickpockets choose their targets carefully. They avoid people who look confident and aware of their surroundings and hone in on those who seem more oblivious, lost or distracted in some way.

As Arno said, "They [pickpockets] have no respect because they feel they recognize you before you recognize them."

To reduce the odds that a pickpocket or purse snatcher will target you, the first and most important rule is to be aware of your surroundings. Then:

Watch out for potential "set-ups," such as someone bumping into you or asking a question as a distraction while someone else steals your wallet.
Appear confident and look like you know where you're going. People who are targeted for street crimes look like victims.
Dress down. Don't flaunt jewellery or designer labels that let a pickpocket know you're likely to have money or valuables close at hand.
Listen to your instincts. If something feels strange, go inside a shop, cross the street or seek help.

Carrying Your Valuables Safely

Aside from how you look and act, the way you hold your purse or wallet can also be a deciding factor on whether or not you're preyed upon. Most thieves will go for the easiest target, which means that if your purse is left unattended in a shopping basket or your wallet is sticking out of your pocket, you're more at risk.

Keep your purse in sight at all times. Do not hang it on the back of a chair, the hook on a public loo door, or leave it unattended while shopping or trying on shoes.
Use a wallet that can attach to your belt (also known as a money belt) and keep it out of sight.
Always keep purses closed and carry them close to the front of your body, or held tightly under your arm. If your purse is slung over your head, consider wearing it under your coat (this makes it harder for a thief to pull on the strap).

You can also protect yourself in advance. In the event your purse or wallet is stolen, the impact will be less severe if you:

Don't carry all your cash in one place.
Carry only a small amount of cash.
Carry only what's necessary, and nothing more.
Keep house keys in your pocket, rather than your purse. If a thief steals your purse and house keys, they have your address and access to your home.
Leave irreplaceable items (photos, important papers, sentimental trinkets) at home.

What To Do If Your Purse Or Wallet Is Stolen

Sometimes, no matter how careful you are, you can't stop a pickpocket. The first thing to remember is that your purse or wallet is not worth getting hurt over. If someone tries to take your belongings, resist the urge to fight back. While some thieves will back down at the sign of confrontation, others are willing to fight and may be carrying a weapon.

Your safety is what's most important, and while your purse/wallet can be replaced, your life cannot. Here's what to do immediately after your purse or wallet is stolen:

Don't panic - try to think clearly.
Call the local police right away.
Make a list of everything in your purse or wallet, including credit cards, cheques, ID cards, cash and other items.
Call your credit card companies and report your cards as stolen.
Call your bank and tell them your bank cards/cheques have been stolen.
If your driving licence was stolen, contact DVLA to get a new one.
Monitor your bills for unusual activity, and report anything strange to the bank or police.

Keep in mind, too, that purses and wallets are not the only things that get stolen. With all of the new high-tech gadgets out there, thieves have a whole new world of possibilities. In fact, iPods and mobile are just as popular to thieves.

"iPods have made bus stops a choice location for purse snatching," said one police source. Luggage, leather jackets, gold chains and expensive trainers are also tempting to thieves.

Finally, 50% of all recent burglaries in Barnet have one thing in common: Open doors and windows. Don’t make it easy for them.

Fatal Accident: Witness Appeal

On Wednesday, 16 June, at 20.05 hours a fatal collision occurred in Netherlands Road at the junction with Temple Avenue involving a young female jogger and a Blue BMW 3 series car which failed to stop at the scene. The car is a recently registered vehicle with a registration plate bearing the numbers 55 or later. The car was travelling north along Netherlands Road toward the width restriction and Longmore Avenue.

Beware Handbags Snatched From Cars

There have been a number of incidents reported of people sitting in their cars at traffic lights or in a line of traffic, when suddenly someone opens the passenger door and grabs the ladies handbag that has been placed on the passenger seat of the car.

The general area in which this has been reported appears to be around the North Circular, North Finchley, New Southgate, East Finchley, but obviously any area could be targeted.

Please ensure your car doors are locked when you get in. Don’t put your handbag (or computer bag or other valuables) in full view on the passenger seat.

Please report any suspicious activity to the police.

Public Forum: Well Grove Development

The Haringey Gospel Hall Trust intends to submit a planning application to build 97 homes on the open space that it owns and which lies behind Marks & Spencer. Access to this proposed estate will be via Well Grove and a new road adjacent to the site previously occupied by the Black Bull pub.

The residents of the roads that bound this site have formed a committee called Residents Against Development and their efforts have resulted in Barnet Council calling a Public Forum meeting.

Beware Pickpockets in Barnet

There were 5 separate incidents yesterday of pick pocketing in the borough. These were in Childs Hill and Mill Hill. All the victims were elderly. One was on a bus, one whilst shopping and the rest in the street. Only one group of suspects were actually seen. These were eastern European women.

It's vital that handbags are kept to your front and should be zipped up or difficult to get into. These suspects will distract their victims such as asking a question or pushing. Beware of people invading your personal space particularly on buses, in shops or near cash machines.

A good tip for the ladies is to tie a cat bell on the handbag, these are cheap and are available at pet shops etc.

If in doubt about any suspicious persons call 999.

Beware Handbag Theft

A message from Sergeant Richardson at the High Barnet Safer Neighbourhood Team received this morning:

There has been an increase in purse and handbag thefts on the High Street, generally occurring during the hours of 11am - 2pm.

Most common methods are dipping into open bags, sometimes following the victim from post office and banks after withdrawing monies.

Please ensure bags are not left on shopping trolleys, pushchairs, or on the backs of seats or under seats in restaurants and coffee shops.

There has been increased policing on the High Street to help tackle this.

Please pass this information on to friends and neighbours and be extra vigilant.

Open Doors and Windows Invite Burglars

There was a burglary in Oakleigh Park North on Monday 24th via an open window. Paul Hammond of Barnet Boroughwatch reports the following:

Five burglaries last night (25th May) with one thing in common. Open doors and windows!! I know we do keep on about this but as soon as that temperature rises the burglars will be out looking for insecure and inviting properties.

Remember that your insurance company may view this as leaving your home insecure. The areas in question were HA8, N10, NW4 and N2. For crime prevention advice contact your local Safer Neighbourhoods team.

Barnet Communities Safety Engagement Group Meeting

‘How safe are you in your home?’

The Communities Safety Engagement Group (CSEG) will be holding an event on the 10th June at Hendon Fire Station where members of the public will be given the opportunity to hear presentations from the police and fire service on how to stay safe in your home and community.

The CSEG is funded by the Metropolitan Police Authority and has the direct involvement of the Barnet Police, the local authority and other agencies. Participating in the group and its activities gives you the opportunity to meet the Borough Commander, senior police officers, local councillors, the probation service and the court service to raise issues, discuss concerns, find out about what’s being done and come up with solutions.

Police Impersonation Scam

Please make elderly neighbours aware of males claiming to be police officers investigating fraud. They will call the victim over the phone often on numerous occasions asking questions about the victims finances and account details. They then attend the address at a later date to collect the victims bank cards before taking cash from the accounts. In the most recent offence the victim was taken to the bank to withdraw a large amount of cash

It's part of a wider series across the Met although Barnet residents have been targeted a couple of times over the last few weeks

If this happens to you or an elderly neighbour, immediately call the police.

Microsoft Bogus Employee Scam

We have also been made aware of a scam by people pretending to be from Microsoft informing you that your computer has become infected.

They then try and get the victim to download remote access software in order to gain control of his or her computer. This has just happened to one of our members in Edgware.

Licence Application: Sutra (formerly N20)

Last summer the iBar (formerly Bull and Butcher) in the High Road next to Boots applied for a licence to remain open till 2am, which was turned down after 108 residents objected.

There is now another similar application from Sutra, the nightclub which was formerly known as N20 on the High Road Whetstone.

Sutra want to remain open until 00:30hrs Sun to Wed, 1:30hrs Thurs, 2:30 hrs Fri and Sat and Christmas Eve, New Years Eve 3:30hrs etc. with premises being vacated within 30 minutes of these times.

If Sutra obtains this license a precedent will be set and iBar is likely to reapply and may well get a similar sort of license.

If you are concerned about this licence you may wish to object on the following grounds:

• The prevention of crime and disorder
• The prevention of public nuisance
• The protection of children from harm

Planning Application: 65-67 Oakleigh Park South

Planning Application B/01287/10 has been submitted by a local resident to convert the family home at number 65-67 Oakleigh Park South into 5 flats with 19 beds and only 5 car parking spaces.

This is one property, not two. Number 65 is the main residence and number 67 is a granny flat on the side. It was previously the home of Sir Alan Wilson who was an academic scientist as well as Chairman of Courtaulds and Glaxo. You may be interested to read his obituary and a comment by Lord Bullock.

There are two main reasons why you may wish to object:

1. If this application is granted it will change the character of the Oaklegh Park estate and set a precedent for further flat conversions.

2. That just 5 parking spaces for up to 19 residents is woefully inadequate particularly on a stretch of road that is already made dangerously narrow by having commuters' cars parked outside.

Objections must be submitted to Barnet Planning by 5th May and you will shortly receive a flyer by post about this development together with a letter of objection that you may wish to use.

Drain Cover Theft and Bogus Cold Callers

Firstly there has been a spate of thefts of drain covers known as "ironworks" in the East Barnet area. These are stolen for their scrap metal value. If you see anyone tampering or removing metal drain covers dial 999 straight away. However the council will be replacing the stolen ones and will use the following contractors. "VOLKER HIGHWAYS CROWLEY" or "RINGWAYS". And now for something completely different:

This is a cold calling incident in East Finchley relating to suspicious callers in Cecilia Close N2 on 25th January.

MALE white aged mid 20s 5ft 7in, medium build wearing a wooly hat, light polo shirt and light beige jacket and a MALE white aged mid 20s 5ft 3in, stocky build wearing light beige jacket, dark trousers. Last night, 25/01/2010, two white MALES knocked on the informant's door. Both had plastic cards on lanyards around their necks and were holding notebooks. They stated that they were from AOL / TALK TALK and were updating computer systems. The informant told them that they were not interested and asked them to leave but they insisted that they had to come in and do something to his computer system. The informant refused and one of the MALES became abusive with the informant. The informant contacted AOL and they stated that without a name they could not confirm if they were staff but in all updates the informant would be sent an e-mail. The Informant is concerned as there are lots of elderly people in the area.

They had actually come during the day and asked if there would be anyone in throughout the evening. They then came back in the evening insisting that they come into my house. The informant has spoken to some neighbours and they have experienced the same thing but did not allow them in. If these people show up call police on 999 immediately.

Barnet Burglary Trends

Here are the current trends for inference burglary in the borough:

Offences continue to be widely dispersed across the borough with high levels of offences around HA8; as well as EN4/N20. The south of the borough has also suffered higher numbers of offences, particularly around Cricklewood Lane j/w Finchley Road. Current peak hours are 1200-2000 hours. Offences around East Barnet tend to peak in day time between 1300-1800 hours).

Increase in offences around Friern Barnet Lane/Oakleigh Road and around Green Way (Totteridge Ward). The Leicester Road/New Barnet area has seen a reduction in the number of offences.

The majority of burglary offences in HA8 - Edgware/Burnt Oak are overnight 2300-0400 hours. Clusters of offences occur around Montrose Avenue and streets off the A41.

Burglary in the south of the borough has seen an increase in offences around Childs Hill, Golders Green and West Hendon, while levels remain high around Finchley Church End. Offences peak around 1700 hours.

By far the majority of offences occur near major through roads such as the A41, A1, A406 etc.

Burglary Warning

A timely warning from Enfield police of problems very near to us in Oakleigh Ward.

The last couple of nights has seen four burglaries being committed on Cockfosters Ward from Hadley Wood down to Oakwood. Each has had the same M.O - someone completely removing a pane of glass from a downstairs window in order to gain entry.

However, two suspects were arrested last night for a similar offence with the same M.O. It is yet to be established if the two arrested are responsible for all the burglaries.

The purpose of this message is to keep you informed and to ask you remain vigilant.

High Barnet Community Action Panel meeting

This is a summary of many of the points discussed at the recent High Barnet Community Action Panel meeting. As it is a neighbouring ward with a common boundary along Station Road many of their concerns also affect Oakleigh Ward.

There have been further incidences of eggs being thrown in the High Street at night time, 10.30pm – cctv has captured a black /dark blue 2 door smart car driving southbound along the high street. Unable to obtain registration number of the car. Please inform local residents etc and if anyone is able to get a registration number please inform Barnet SNT.

A reminder to you all that the Barnet Street Christmas Fair is on Sunday 6 December 2009.- 11am till 4pm

Burglaries are up at the moment, please make sure that car keys are not left just inside the front door, as rods are being used to retrieve and take cars. Report any suspicious activity/people etc direct to the police 999.

At the last meeting, one of the priorities set for the High Barnet Safer Neighbourhood team was to try to lobby the Council to delegate certain powers from the Council to the Safer neighbourhood teams e.g. dog fouling, litter and smoking in public places, and minor traffic offences.

At the moment, the enforcement of warnings, fines etc is solely down to the council, and it appears that there are no enforcement officers at the council to actually carry out these enforcements. You may have seen the front page article relating to this in the local newspaper, together with letters published in the papers.

The SNT, who are out on the streets daily and see and hear what is going on, are willing to take over these powers (which no one is implementing at the moment), but the council wont delegate these powers, for some bizarre reason. There appears not to be any actual enforcement officers in the council that can ticket offenders, and so blatant offenders are getting away with breaking the law. The police/PCSO’s meanwhile may see these offences right in front of their eyes, but can do nothing about them!!

Other Boroughs appear to have delegated powers, why not here?

Another priority set at the last meeting is for the SNT to be given use of a motor vehicle in order to carry out their duties effectively.

At the moment the team have no car, so they are unable to attend problems if anything is happening any distance from where they are at the time (potentially 6 miles from one end of the ward to the other). They have had use of a car for the last 4 years, and suddenly it is taken away from them. Yes, we understand they are to be on foot patrol, but at the same time, they cannot effectively cover the ward on foot, and as residents have become used to being able to telephone the team direct and request help, they have been able to deal with situations, arrests etc. Now the SNT will no longer be able to deal with these matters effectively.

I have been told that we cannot have the use of motor vehicle as a priority, but from what I understand, it is up to the residents who form the CAP to set the priorities, and if this is your priority we need to reiterate this to the Police.

We need to work on a strategy as to the way forward, and I would appreciate your input. Please let me have your comments on the above matters

Finally despite managing to get barnet police station open continuously during the day – it has now reverted to being closed between 10-11am and 6-7pm! Despite all our efforts to keep it open, it didn’t last long! However at the moment it is open 24 hours as the custody suites are being used in addition to Colindale, but this is only for a few weeks.

Beware Credit Card Con

An elderly resident received a phone call from someone purporting to be a Police Officer. The resident was told that the police were investigating a credit card crime and needed her credit card for finger printing. She was asked to leave the card in a envelope in her letter box and 'undercover officers' would collect it. When she questioned this, the 'officer' was abrupt with her suggesting her questions were delaying an investigation and that she should just do as asked ASAP.

The elderly lady did do as asked and shortly after, the envelope & credit card was collected. She soon received a call from the same person thanking her for her cooperation. Another phone call, this time from 'Barclays Bank' stating there had been some unusual spending on her card and the bank had cancelled it. The thieves then spent the rest of the evening spending the victims money at leisure!

This is being investigated, however, I pass on this 'scam' or M.O so that you, your family and neighbours are alerted to it's existence.

Barnet Police Arrest Burglars

Barnet police have charged two men aged 16 and 21 from Archway on suspicion of burglary after a swift response to a 999 call.

On Monday 5 October 2009 at 0147 hours Barnet police received a call from a woman who was at home with her child stating that she could hear voices downstairs. She told officers that she could see the suspects passing her television through an open downstairs window and loading it into their car.

Units responded swiftly, and upon arrival found one man fleeing the scene in a previously stolen Mercedes A class, which he crashed, while another two men made off in an Audi A4 stolen from the property, which was used to ram a police car to escape. The officers arrested the driver of the Mercedes on the site while other officers engaged in a lengthy pursuit of the other car into Harringey borough. The two men left the vehicle and one of them was found and arrested after a search of Highgate cemetery.

DI John Cracknell said "We treat burglary very seriously on this borough and to arrest two suspects through swift action is a really positive result. Much of the victim's property has been recovered unharmed and with further enquiries we hope to find out the identity of the third suspect.

I am also very pleased that no one was injured by the dangerous and criminal actions of these three men in which a police vehicle has been taken out of service and two stolen vehicles have been severely damaged.

Barnet police wants to help residents protect their own homes by making sure their premises always look occupied through the use of timed lights and/or radios and that all windows and doors are kept secured when you are either out or asleep."

Beware Phone Con say Met. Police

Barnet Police are warning the public about a new con trick that has been reported to them in the last 48 hours.

Thieves are attempting to gain your bank and credit card details by phoning Barnet residents and stating that they are police. A story is then told that they have been informed by the residents’ bank that there has been fraudulent activity on their account and that their bank card and pin details should be handed over to a police officer who will be attending your address later on their behalf. This is all a lie. This is an elaborate hoax to steal from you and should be reported to the police.

Barnet Police do not ask for bank cards and we will always be able to produce identification when in uniform and in plain clothes. We would recommend that you ring a landline number for police that you have obtained from the phonebook or use 0300 123 1212, our new non emergency number, or 999 in an emergency to contact us.

Barnet Police are fully investigating the four crimes reported to them and are reminding residents that you should never disclose your pin number. No one including your own bank will ever ask you for this number. Also there is no need for you to give your bank card to another person to take away with them.

Your PIN is to be kept secret and never disclosed to anybody else. Always when entering your PIN ensure that no one can see the key pad. It is best to cover your typing hand with the other to block any view for potential thieves.

15 OPN: Planning Application B/02592/09 Refused

On 18th September, 2009 the Barnet Planning Case Officer, Josleen Chug, refused a third application (B/02592/09) to demolish 15 Oakleigh Park North and replace it with a block of five flats.

We will have to wait to see if the applicant appeals but, meanwhile, thanks to the 107 neighbours who objected to this planning application and to Theresa Villiers MP for lending her support.

Reasons for refusal were as follows:

* The proposed development by reason of its size, mass, bulk, design and siting would be a dominant and obtrusive addition to the street out of keeping with the scale of development in the locality harmful to the character and appearance of the street scene and general locality contrary to policies GBEnv1, GBEnv2, D1, D2 and H16 of the Barnet Unitary Development Plan (2006).

* The plans accompanying this application are:- Design and Access Statement 7403, PS01, PS02, PS03, Report on the impact on trees of proposals for development by John Cromar and accompanying drawings (TC/1-38-2367/P1, TC/1-38-2368/P2, TC/1-38-2367/P3, TC/1-38-2367/P4, 7403/OS, 7403 01, 7403 02, 7403 03, 7403 11, 7403 12A, 7403 13, 7403 14, 7403 15, 7403 16, 7403 17.

* The proposal will result in loss of some trees of special amenity value contrary to policies GBEnv1, GBEnv4, D12 and D13 of the Barnet Unitary Development Plan (2006).

Aaron Gershfield and others to pay $1M Payday Loan Settlement

You may recall that Aaron Gershfield, one of the applicants to develop 15 Oakleigh Park North, was charged by the U.S. Federal Trade Commission and the State of Nevada with using unfair and deceptive collection tactics in his payday loan companies.

As a result a group of Internet payday lending companies that allegedly threatened customers who didn't make payments with arrest and called customers at work and swore at them has agreed to pay US$1 million to settle charges from the U.S. Federal Trade Commission and the State of Nevada.

Barnet Planning's letter informing neighbours about planning application B/02592/09 to demolish 15 Oakleigh Park North and replace it with a block of flats said that objections must be received by 25th August.

However, Barnet Planning have placed a notice on the lamp post opposite 15 Oakleigh Park North which says: "Please send your comments in writing before 27 August. Replies received after 27 August may not be taken into account".

So if you have only just got back from holiday and have not yet had time to comment, please consider submitting an objection to arrive no later than 27 August, 2009.

To date Barnet Planning have acknowledged receipt of only 20 objections, which is no doubt due to so many neighbours being away on holiday. Even if you have objected, please consider asking your spouse to submit a separate objection.

Some of you will have received Barnet Planning's letter dated 28th July about planning application B/02592/09 to demolish 15 Oakleigh Park North and replace it with a 2-storey building comprising five apartments on three levels plus basement parking.

Comments and objections need to be submitted by 25th August.

Beware of Scam Advertisements

Joint warning from City of London Police, Metropolitan Police Service and Trading Standards

Police and Trading Standards Officers are advising the public not to reply to bogus adverts placed in local and national press by a company claiming to sell high value electrical goods at reduced prices. Customers who have attempted to buy goods from the advert have been asked to pay or transfer cash into a bank account. They are told that the items will be sent to them only to find that the purchases never arrive.

The adverts have been placed in local papers and magazines nationwide under a variety of names including Arash Ltd, The Gadget Company, Gadget Limited, Office Bits Warehouse, Office Supplies Cabin and Office Brands Megastore. The only contact details are telephone and fax numbers and occasionally an email address that is based on the URL @easymailorders.com.

(It should be noted that there are companies in the UK trading legitimately under names similar to ‘The Gadget Company’.)

Another aspect of the scam is that cards from company’s calling themselves ‘Parcel Express UK’ and ‘Network Link Couriers’ are posted through random front doors telling the householder that they have missed delivery of a parcel. It asks the recipient to phone a number and pay for a customs charge of the product by credit or debit card. Once this is done the parcel fails to arrive. Although money is not debited from the victims’ account, the card details are later used fraudulently.

Parcel Express UK and Network Link Couriers are not legitimate companies. As a matter of course unless you are confident of the legitimacy of the company contacting you then do not provide your card or bank details to organisations or people not known to you. If you have placed an order in response to one of the newspaper adverts concerned, or called ‘Parcel Express UK’ or ‘Network link Couriers’, you should inform your bank immediately and cancel your card.

Detective Chief Superintendent Steve Head, head of the Economic Crime Directorate at the City of London Police and the force investigating the frauds, said:

"The City of London Police Economic Crime Directorate is working closely with Westminster Trading Standards Office and the Metropolitan Police to identify those responsible for this fraud. We are at an early stage, however it is evident victims have been duped by bogus advertisements for reduced price goods, placed in trusted newspapers and national magazines. Our advice to people is this: only ever part with your financial details to a known and trusted company. Likewise if an approach for delivery of a parcel is unexpected or unsolicited, be wary, question the reasons why and take time out to consider the validity of the request. Trading Standards or Consumer Direct can offer advice."

iBar Licence Application Update

Due to errors in the advertisement of the variation application for the above premises the period in which representations for or against the application may be made has been extended. This means, whilst your representation still stands, further representation may be accepted up until the 21st July 2009.

I can confirm that the application will be re-advertised to show the activities and standard hours applied for within the application which are:

To permit the sale of alcohol, the exhibition of films, the performance of live music, the playing of recorded music, Karaoke and the provision of facilities for dancing from 10:00hrs until 02:00hrs the following morning on Mondays to Sundays.

BT Scam

This has been passed to us by one of our members:

A guy calls up saying he's from BT. The bill needs paying and he will cut you off if you don't pay up now. Says if you don't believe him, he will suspend your line now and try calling out in 15 seconds. If you don't pay up, it will cost £75 and you will have to have a new number. If you say you're on direct debit, he says it failed and they have written to you three times as a warning.

You pick up the phone 15 seconds later and there is a dead line. You hang up and he calls back after 1 minute. You try to pay, but he says that the credit card has been declined and asks for another (one lady gave SEVEN). Points to note:

If someone calls into your line, you cannot make calls out until they hang up. Anyone can do it and they can leave your line blocked for hours if they forget to hang up the extension. It's been like that in the UK for ever.
BT don't do this. If they are going to do something like this, they divert all outgoing calls to their billing office, where they then sort it all out.
BT won't change you number out of spite, only if you want it changed or you are getting funny phone calls or at the request of the Police with the subscribers consent.

BT are aware of this scam and advise anyone who receives one of these calls to report it to the:

Nuisance Call Bureau on 0800 411 422 and police

In any event, do not give any personal or financial details over the phone.

Rogue Trader Alert

Here's another Rogue trader alert. Two men calling themselves Tree and Garden Care have been active in the EN5 area of Barnet using two phone numbers: 01582 760623 and 07958 273441.

Sorry about the scant details but, if you get one of their leaflets or they cold call, do not engage them in any work. If they do anything without your permission, harass or threaten you, call the Police on 999.

iBar 2 am Club Licence Application

Action required before 30th June

The iBar, previously The Real Music Club and The Bull & Butcher pub situated in the High Road next to Boots, has applied to Barnet Council for a club style venue licence for alcohol, music, live bands, dancing, etc. with a terminal hour for the premises to be cleared of 2:30 am extended to 3 am on Fridays, Saturdays and Sundays with premises closing at 4 am.

If such a licence is granted there may be a high risk of anti social behaviour and nuisance from the effects of intoxication leading to a possibly increased risk of crime and disorder including drink and drug related offences which may threaten public safety.

If you wish to object to this application, your objection must be submitted to the London Borough of Barnet no later than 30th June and there will be a hearing 20 working days after this deadline. Submit your objection to:

Beware False Courier Note Scam

The false courier note has come back again. This time to 4 victims in Edgware that we know about.

The note, which is posted through the door is on behalf of "NETWORK LINK COURIERS" of SW20, tells you that they tried to deliver a package whilst you were out and that to receive it you must pay a small fee of £2.20 on your credit card.

But if you phone the number you will be charged many hundreds of pounds!!!

Needless to say the address is false.

Oakleigh Ward Newsletter - June 2009

This newsletter is to keep you informed updated with some of the latest events on the Oakleigh Ward.

Licensing

At the end of April two members of the team witnessed a local off license selling alcohol to a group of youths. On being challenged by officers, police found that two of them were if fact only 14 years old. Subsequently the owner of the off license received a Fixed Penalty Notice and has been reported for the offence. This is the second time in just over a year and on that occasion the youngest person was 15 years of age. This has been taken to our licensing team and they are going meeting with the council and review the off licenses liquor license.

Artifice Burglars

Recently the ward was once again visited by artifice burglars. On one of the occasion a man posing as a window cleaner, conned his way into the house of a 94 year old male. The male did have window cleaning equipment with him. After persuading the man to have his rear windows cleaned the resident went into another room whilst the work was apparently completed the window cleaner even came into to show the resident the dirty cloth he had used. When he left the elderly resident found that money has been taken from a room at the back of the house.

The second incident has a completely different MO, A male knocked on the door of a 92 year old woman stated that he was from the council and was checking on her decorations. He flashed an ID card at the resident, but she was unable to see what was on the card. He entered the flat and struck up general conversation about potential work that might need to be done, he went in and out of different rooms in the flat and then was asked to leave by the resident as her carer was about to arrive. After the suspect left she noticed a few things had been moved. Growing concerned check other rooms and found that cupboards and draws had been open and things thrown about. She that checked her purse and found money missing.

We would like everyone to remain extremely vigilant as there is always a risk from these perpetrators. Both of the Victims have been visited by the Safer Neighbourhood Team and all residents in these roads have received bogus caller leaflets.

Car Crime

On the whole over the last month car crime has remained low with only 10 offences. Primarily these offences are where number plates have been taken; we believe that the suspects are using them for avoiding the congestion charge and speed cameras and to avoid other such traffic prosecutions. At the end of April the Oakleigh Team came into the knowledge that a very prolific thief has just been released from prison. Given past experience his is extremely likely to re-offend.

Crime Stats May 2009

On the whole there have been a low number of crimes on the ward in the last couple of months:

· 21 Burglaries (both dwelling and non dwelling)
· 10 Thefts from Motor Vehicles
· 57 Stop & Accounts

The team have made 3 arrests for Actually Bodily Harm and one for robbery.

Burglary Artifice

Oakleigh Ward CAP team and NHW coordinators

I spoke to Paul Hammond at Colindale this morning and he advised me that there is a large increase in artifice burglaries, mostly the culprits are following the common tactic of alleging they are from one of the utility companies (electricity, gas or water) and the Finchley area was badly hit last weekend.

However, a new tactic has also emerged, a few people have had water thrown over them and when they return home to change they have been followed by a female who has knocked on their door, she claims to have witnessed the incident and encourages them to change but while they do so she relieves them of as many valuables as she can and disappears.

Please warn all your friends and neighbours, particularly the older folks who are more likely to react adversely to this sort of shock.

There has also been a large increase in the number of high value cars stolen from driveways, if possible keep cars in the garage and keep both car and garage locked. The thieves do not seem to be deterred by alarms on cars or houses, if they can see keys left on hall tables. If you see anyone loitering near cars or on driveways, do not hesitate, dial 999.

Watchdog Warning as public is scammed out of £3.5BN

The trading watchdog today warned people to be vigilant about scams which cost the public around £3.5 billion a year. The Office of Fair Trading said three million consumers become the victims of mass marketed scams each year, under which fraudsters use methods such as mailings, email, the internet, telephone and text message to recruit victims. More than 7,000 scams were reported last year, the most common of which were deceptive prize draws and sweepstakes, followed by bogus foreign lotteries. Under both of these scams, victims are told they have won a large sum of money but are asked to hand over cash to pay for fees or taxes before they receive their prize, which never arrives. The third most common scam was advance fee fraud under which people are asked for help transferring money from overseas and they are promised a chunk of the cash if they pay the fees involved. This was followed by frauds relating to homeworking and business opportunities and property and land investment scams. The figures were released at the beginning of the OFT's Scams Awareness Month, which marks the launch of a campaign with 90 Trading Standards Service across the country.

The OFT called on consumers to drop off any scam mailings they receive in designated 'Scamnesty' bins at local libraries and other public areas across the country. The information was used to help the OFT and its enforcement partners identify and develop strategies to combat the worst frauds. In a similar campaign in 2008, the OFT collected more than 15,000 mailings. The campaign is being backed by television presenter Angela Rippon, who also features in a new DVD being launched by the OFT, highlighting common scams and setting out how vulnerable groups, such as the elderly, can be protected. Ms Rippon said: "Scammers use psychological techniques to gain vulnerable people's trust. They exploit fear and insecurity to steal as much money as they can from those who can least afford it. "Though anyone can fall victim to a scam it is always the oldest that are hit the hardest." John Fingleton, OFT chief executive, said: "Scammers are sophisticated at targeting people who are often the most vulnerable in society. As we enter tougher economic times it is more important than ever for people to be alert to prevent themselves, or friends, families and neighbours from falling victim to these heartless money-making schemes."

This newsletter from the Metroplitan Police is to keep you informed and updated with some of the latest events on the Oakleigh Ward. The newsletter will be published and distributed at the beginning of every month.

Burglary

Following a recent spate of burglaries an observant resident spotted two males loitering in the road using their mobile phones, they then both left; one on a motorcycle and the other in a car. The resident managed to write down the registration of both vehicles, the team took this information on board and increased patrols to deter any further burglaries in the area that had become a hot spot.

During these increased patrols members of the team spotted the motorcycle the next day, checks were made and it was found that the keeper lived in Devon and was still in possession of his bike, this indicated that the motorcycle was bearing false number plates. The Team again saw the motorcycle parked and have seized it for forensic examination and confirmed that it was stolen in 2007. We now await the forensic report.

Although this seems to have removed one burglar there are others active in the area, particularly between 3.00 and 6.00 p.m. Please advise neighbours to be vigilant at these times.

Antisocial Behaviour

The team have successfully signed up two youths on the ward with Acceptable Behaviour Contracts (ABC). They came to the attention of the Safer Neighbourhood Team on several occasions due to their antisocial behaviour.

The purpose of the ABC’s is to form a contract with the youths for them to adhere to. If they fail to meet the requirements of the contracts the next step would be to issue an Antisocial Behaviour Order (ASBO). This has been done working in Partnership with the London Borough of Barnet and the Metropolitan Housing Trust.

Artifice Burglars

On 26th March 2009 the ward was visited by a group of artifice burglars. On this occasion two men entered a block of retirement flats posing as security men. They entered a flat via an open door and spoke to the 96 year old occupant, they told her that there had been a burglary and asked her if she would check her belongings. They also asked her if she had a safe, which she showed them. One of the men then distracted her whilst the other removed property from her flat.

There have not been any other incidents like this on the ward, but we would like everyone to remain extremely vigilant, as there is always a risk from these villains.

Lookout for Rogue Block Pavers

This warning is brought to you by the East Barnet Safer Neighbour Team and Barnet Trading Standards.

Be on the look out for a firm of block pavers called "Driveway Specialists".

Their company name is "P&J Contractors". They used aggressive tactics against a young family in High Barnet demanding £2,500 for a very poor quality job. They have 0800 and 0845 numbers displayed, neither of which are in use.

Two Too Friendly Conmen

This warning is brought to you by the East Barnet Safer Neighbour Team and Barnet Trading Standards.

We had a lovely 89 yrs old chap in this morning who reported that yesterday he was met in the street in East Barnet by a very plausible chap pretending to know him. He shook his hand and greeted him like a long lost friend before following him home and mentioning about cleaning his windows.

Once at home another male joined them and between them suggested that repair work needed to be carried out to the window frames and the roof. They disappeared out of sight for a brief time and then reappeared claiming £40 for cleaning the windows plus £200 for the repairs. The gentlemen stated that they did no work whatsoever. As it happened he managed to palm them off by stating he did not hold money or a cheque book and would have to get his nephew to come along to bring the money. Strangely they "ummed and ar'd then left".

Two white males: one in his mid 20's and the other early 30's. Both athletic build, height 5' 08'' to 5' 10". No distinguishable accent or anything else (the informant has difficulty with his eyesight).

Planning Application: 15 OPN Refused

Yesterday the Barnet Planning Case Officer refused a second application (B/03734/08) to demolish 15 Oakleigh Park North and replace it with a block of seven flats.

We will have to wait to see if the applicant appeals but, meanwhile, thanks to the 112 neighbours who objected to this planning application and to Theresa Villiers MP and Councillors Marina Yannakoudakis, Brian Salinger and Sachin Rajput who were also very supportive.

Conditions or Reasons for refusal were as follows:

1) The proposed development by reason of its size, bulk, design and siting would represent a cramped, dominant, overbearing and obtrusive form of development detrimental to the character and appearance of the street scene and character and quality of the general locality as well as being harmful to the amenities of neighbouring residents contrary to policies GBEnv1, GBEnv2, D1, D2, D3, D4, D7 and H16 of the Barnet Unitary Development Plan (2006).

2) The plans accompanying this application are:- 27223, 943 01 F, 943 07 A, 943 08 (drawings received 07/10/2008).

3) There are discrepancies between the street elevation of the proposed building shown on plan no. 943 01 F and the proposed front elevation as shown on drawing 943 08.

4) The proposed car parking area to the rear of the site by reason of its size and siting would be unsympathetic and detrimental to the character and appearance of the locality as well as detracting from the amenities of neighbouring residents, contrary to policies GBEnv1, D2 and H16 of the Barnet Unitary Development Plan (2006).

5) The proposal will result in loss of tree(s) of special amenity value contrary to policies GBEnv1, GBEnv4, D12 and D13 of the Barnet Unitary Development Plan (2006).

6) The proposed development does not include a formal undertaking to meet the extra education and libraries services costs together with associated monitoring costs arising as a result of the development, contrary to policies CS2, CS8 and IMP2 of the Adopted Barnet Unitary Development Plan (2006), Supplementary Planning Document - Planning Obligations, Supplementary Planning Document - Contributions to Education, Supplementary Planning DOcument - Contributions to Libraries.

15OPN: US Fed. Trade Commission sues A. Gershfield

Mr Aaron Gershfield, who has applied for planning permission to demolish 15 Oakleigh Park North and replace it with a block of 7 flats, has been sued by the US Federal Trade Commission for allegedly operating illegal pay day loan companies and illegally badgering people for sums far higher than the amounts they borrowed. Also, Mr Gershfield has listed 15 Oakleigh Park North as his home address with Companies House even though the property is empty and falling into disrepair. Please note the following about this proposed development:

The bulk is much the same as proposed in the previous application that was withdrawn.
At just 1 metre less than Greenleaf Court, it will be the next tallest structure on the Oakleigh Park estate.
As before, the proposal is still for a structure of 4 storeys except that the top level has been placed in the roof.
The dormer windows and the large window that fills the right-hand gable end will overlook neighbours.

Planning Application: 15 Oakleigh Park North

Following the withdrawal last January of their original planning application to demolish the family home at 15 Oakleigh Park North and build a block of seven flats, Mr A Gershfield and Mrs V Mawhinney submitted a second application (B/03734/08) on October 7th that proposes:

Demolition of existing house and redevelopment of site with part single, part two and part three storey block plus rooms in roofspace comprising of 7 No. flats with 12 car parking spaces at rear, associated landscaping, bin store and cycle store.

The main difference between the previous application and the new one is that the new application is for a block of flats three storeys high rather than the four storeys originally proposed.

From my conversations with neighbours, I am aware that there is a general concern that if this development is allowed to proceed it will set a precedent for replacing homes on the Oakleigh Park estate with blocks of flats that will irrevocably change the character of the area.

If you wish to object to this planning application, please be aware that you only have until 12th November.

Welcome to the August/September 2008 newsletter. I apologise that this issue is bi-monthly. This period is traditionally a heavy annual leave period for the team.

The crime figures follow. The team were expecting a rise in reported crime and anti-social behaviour during the late summer months. This did not materialise in any significant form.

The number of artifice burglaries has dropped drastically. My opinion is that members of the public have been questioning door-to-door callers a little more intrusively and this questioning has had the desired effect. The bad guys have gone away. So a big well done. Anyway, enough of my opinions and on to the crime figures.

Police Notice - High Barnet - Cash Point Scams

The Police wish you to be aware that there have been a number of scams at local cash points in the area over the last week. Methods used are still the same as before:

Distraction at the cash point when using your card.
People hovering around a cash point, your card stays inside the machine and, when you go inside to tell bank staff, those outside use a magnetic strip to remove your card from the machine.

Be aware: If anyone tries to distract/talk to you or even gets too close, abort your transaction, remove your card and try later elsewhere.

Use an ATM only when necessary: Take cash-back from shops when possible. If possible take someone with you when you use an ATM.

Report anything suspicious.

Beware of leaving car keys accessible

The High Barnet Police Team report a burglary a couple of nights ago in Hadley Highstone, where a Land-Rover was stolen from the front drive.

The burglars broke in to the house downstairs and stole the car keys whilst the occupants were asleep upstairs.

Police advice is to take keys upstairs when you retire for the night. Burglars are usually opportunists who do not want confrontation. If you leave keys for them they may take your car.

Although this is the first incident of its type this year, there was a spate of similar burglaries this time last year, so please call 999 if you see anything suspicious.

Burst Water Main: Oakleigh Park North

If you are experiencing low water mains pressure or no water at all it's because a water main burst today in Oakleigh Park North. At 13:15 hrs Thames Valley Water reported that a repair crew were on their way and aim to have supplies reinstated by 16:00 hrs.

Subject: Police Notice - EEC Home security - DO NOT LET THEM IN - check your neighbours

We have heard from a number of residents in the EN5 area that they are being targeted by a hard sales company selling home security.

The police and trading standards have issued a warning about a company called EEC Home Security, after a number of our co-ordinators contacted them about this company:

The police have now carried out checks on the company and found that it is currently being investigated by trading standards.

This company, which has been featured on a “watchdog” type TV programme, uses hard sales and generally targets the elderly and vulnerable. Please see Ofcom Broadcast Bulletin from page 14 onwards.

There have been some sellers at the door recently. They all need a licence and the police say that householders are entitled to ask to see the licence of the caller and to take down details whether or not they intend to buy anything.

Planning Application: 76 Oakleigh Park North

Previously Barnet Planning refused to grant permission to remove several trees (TPO/17598/08/B). As a result the Appellant has appealed to the Secretary of State.

Barnet Planning also refused a previous application (N/00607/F/07) to erect a detached house with off-street parking.

It is suspected that, if permission was obtained to remove the trees, it would pave the way for obtaining permission to erect a new dwelling.

The London Week of Peace is an annual week of events, initiatives and action organised by communities to promote greater community cohesion, safety and peace across the capital. Under the banner, Reconciliation, Celebration and Collaboration, tens of thousands of Londoners from all walks of life are participating in a range of these local events to promote good community relations within Barnet Borough.

Saturday 13th September 2008
ALL SAINTS CHURCH, 122 OAKLEIGH ROAD NORTH, N20

This event will be held in the evening from 7PM onwards and will incorporate a welcoming ceremony in the church, followed by the planting of an olive tree to symbolise Peace. The tree will be planted by local celebrity Bruce Byron (aka DC Terry Perkins from ITV’s The Bill). A music festival will then be held in the church hall for the young people of the community, where each band will perform a song specifically composed for Peace Week.
